About the Position: Serves as Warranted Contracting Officer and Team Leader with responsibility for coordinating a team of specialists for negotiation, award, and administration of contracts to support Japan Engineer District (JED) Design and Construction Program. Multiple positions may be filled from this announcement.
PRINCIPALES MISSIONS :
Responsible for all contracting processes for pre-award, award, and post award actions for a variety of complex, long term contracts for military construction and architect engineer services.
Serves as the focal point and lead member of Request for Proposal (RFP) preparation Project Delivery Team.
Serves as Contracting Officer and primary coordinator and team leader of a variety of functional specialists, such as auditors, cost accountants, engineers, cost analysts, and attorneys to prepare the government position.
Conducts negotiations with the contractor for assigned contracts.
Serves as Contracting Officer for the administration of the contracts; continually reviews contractor performance against contract requirements.

Basic Requirement for Contract Specialist Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-13 Specialized Experience: One year of specialized experience which includes 1) Performing pre-award and post-award functions for large-scale contracts such as services, supplies, and/or construction and 2) Interpreting and implementing organizational contracting policies.
