You will serve as a PROGRAM ANALYST in the Assistant Regional Engineer Department of COMNAVREGSW SDIEGO. PRINCIPALES MISSIONS : You will influence managers to implement organizational improvement recommendations that may encounter resistance (e.g., organizational conflict, competing objectives, resource issues). You will brief senior leaders regarding financial or workload analysis and reviews. You will develop methods to solve process problems to improve productivity within an organization. You will present reports on issues (e.g., budget, problem resolution, management planning, policy issues) to managers. You will propose solution strategies to improve financial stewardship. You will develop information papers, briefings, or testimony on continuous performance improvement requirements. QUALIFICATIONS REQUISES : Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing complex projects and/or programs to include the planning, budgeting, scheduling, coordination and execution of program requirements; 2) Researching, analyzing, interpreting and providing recommendations on technical program criteria, guidance and policies; 3) Organizing, tracking and reporting on program requirements and financial data; 4) Effectively facilitating problem solving of complex challenges with team members to deliver creative solutions; 5) Providing extensive executive communication, both written and oral, presentation and justification of program requirements to management and leadership; and 6) Providing program support that requires knowledge of DoN real property management policy and/or directives.
