This position is part of the U.S. International Development Finance Corporation (DFC),Office of Information Technology (OIT). As a Supervisory IT Specialist you will be responsible for all aspects of the development, modernization, and enhancement of systems and software that directly support the DFC mission.
PRINCIPALES MISSIONS :
Oversees all activities for system development and maintenance projects, including planning and scope definition and managing tasks, monitoring budgets and reporting progress, setting priorities and adjusting schedules/resources and managing emergency situations. Oversees government personnel and contractors who support application development to include artificial intelligence (AI) tools and maintenance efforts and ensures they perform superior requirements management, source code management, test and release management and overall successful project execution. Responsible for defining DFC's system architecture and application roadmap; to include current and future system architecture design, implementation, and security requirements. Provides innovative, cost effective software application development recommendations with a "cloud first" approach. Develops the Business Intelligence/Enterprise Data Warehouse strategy and makes recommendations for current data repositories into the enterprise application landscape. Coordinates application implementation activities with customers and other OIT support areas as well as ensures application development and maintenance activities meet the customers' expectations upon delivery. This is not a Bargaining unit position.
QUALIFICATIONS REQUISES :

You may qualify at the GS-15 level, if you fulfill the following qualification requirement: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. 1. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make and recommendations. AND In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-14 level in the Federal service that demonstrates your experience in all of the following: (1) Experience serving as a Supervisor of an Application Development Team and (2) Experience serving as an Application Developer performing the planning, implementation, management, and coordination of full systems life-cycle activities Note: Education is not substitutional at this grade level.
