You will serve as a PROGRAM ANALYSIS OFFICER (TOA REQUIREMENTS) in the EXPEDITIONARY DIRECTORATE of NAVFAC OSF. PRINCIPALES MISSIONS : You will manage the Tables of Allowances (TOA) development and modification process in accordance with OPNAV instruction and within the intent of DoD 5000 guidance for weapons systems. You will analyze the assigned TOA(s) as a system of systems and ensure a holistic approach to requirements analysis, generation and traceability. You will manage the theater engagement (TE) and contingency engineering (CE) materiel allowance development and modification process to support the Navy’s worldwide contingency operations. You will develop and maintain policy and guidance, and provide expert advice to stakeholders on the development, modification and management of materiel allowances. You will establish and maintain systems discipline and quality standards to the technical function of designing, configuring and sustaining materiel allowances QUALIFICATIONS REQUISES : Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Applying DoD/Navy acquisition and logistics policies to document and manage processes for materiel allowances; 2. Developing data quality and governance standards to ensure mission-critical information integrity and framework support; 3. Structuring and analyzing complex, multi-tiered operational data sets using a system-of-systems approach to align requirements and capability gaps; and 4. Managing organizational divisions and leading high-level stakeholder collaborations to oversee total life-cycle systems management programs.
