This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Legislation, Medicare Part C and D Analysis Group. As a Health Insurance Specialist, GS-0107-13, you will be responsible for reviewing, analyzing, and evaluating proposed legislation, regulations and other administrative actions for CMS' programs. PRINCIPALES MISSIONS : Conducts legislative, economic, and policy analyses related issues under Parts C and D of the Medicare Program. Develops, recommends, and prepares legislative policies and proposals for consideration by senior policy officials. Assists in the preparation of briefing materials, background information, and testimony for CMS and HHS policy officials' appearances at congressional hearings. Monitors all congressional legislative activity for assigned areas of responsibility. QUALIFICATIONS REQUISES : ALL QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: Working with Members of Congress or their staff on legislative interests or concerns regarding Parts C and D of the Medicare program; Producing written documents, such as briefing documents, reports, issue papers, or decision memoranda regarding Parts C and D of the Medicare program; Conducting analysis of legislation regarding Parts C and D of the Medicare program; AND Advising management on policies and critical issues regarding Parts C and D of the Medicare program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.
