The primary purpose of this position is to serve as an assistant to the Antiterrorism and Force Protection (AT/FP) Planner, the Antiterrorism Officer (ATO) and unit-level security and antiterrorism representatives. Also to assist in administering the installation's antiterrorism and force protection programs. PRINCIPALES MISSIONS : Assist in developing local Antiterrorism/Force Protection (AT/FP) programs and policies for the Antiterrorism and Force Protection Planner and the Antiterrorism Officer's approval. Utilize knowledge of commonly applied concepts, principles, and practices to help develop and issue written procedures and policies, in the form of supplemental guidance, operating instructions, plans and directives for the installation related to antiterrorism programs. Supports the AT/FP Planner on matters involving Antiterrorism/Force Protection (AT/FP) issues. Coordinate on force protection processes, assessments, and activities across the installation on behalf of the AT/FP Planner and the installation ATO. Assist with site security studies, projects, assessments, and training activities in relationship to antiterrorism and force protection requirements. QUALIFICATIONS REQUISES : In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: Applying knowledge of commonly applied security concepts, principles, and practices to review, analyze, and resolve moderately complex security problems. Providing knowledge of DoD and Air Force antiterrorism and force protection doctrine, policies, and instructions to coordinate objectives and develop plans for interrelated security programs. Using knowledge of security program relationships to make recommendations allowing for differing program requirements, and multiple security objectives. Gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting information to leadership. Prioritizing and recommending resource strategies for the correction or mitigation of AT vulnerabilities on the installation. Assisting evaluation teams in developing realistic and relevant scenarios to exercise and validate the AT program. OR EDUCATION: Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
