The primary purpose of this position is: To serve as the lead technical expert and senior specialist involved in the affirmative employment (recruitment, placement, and separation) of U.S. civilian appropriated fund personnel. Work is performed with full delegation of authority.
PRINCIPALES MISSIONS :
Provides recruitment and placement services to assigned organizations. Provides technical expertise, leadership, guidance, and training to specialists and assistants on recruitment and placement activities. Provides recruitment and placement, and affirmative employment management advisory services.Consults with and advises managers and supervisors on a variety of difficult and complex technical issues, or problems of a sensitive nature, that concern all phases of hiring, merit promotion, priority placement, RIF and RIF avoidance program features. Leads or participates in special initiatives, studies and projects, and affirmative employmentactivities. As a leader, analyses taskings, plans, oversees, reviews, consolidates, and provides written reports and briefings outlining findings of special initiatives, studies and projects. Individually or as a team leader/project officer, performs staffing and placement actions peculiar to overseas.
QUALIFICATIONS REQUISES :
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0101 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of Federal HR recruitment, placement, and affirmative employment laws, Executive Orders, philosophy, concepts, principles, methods, practices, programs, and techniques sufficient to accomplish a wide range of complex, interrelated activities; and troubleshoot very difficult problems referred by less experienced staffing specialists. Knowledge of the principles and practices of classification and the analytical and evaluative methods and techniques required to gather and study position informational; to interpret and apply position classification standards, and to determine classification of positions. Comprehensive knowledge of organizational structure, mission, and staff requirements in order review, troubleshoot, and resolve matters associated with program modifications, realignment of activities or other management actions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of, and skill in applying, a wide variety of recruitment and placement concepts, principles, laws, regulations and practices sufficiently to: -- serve as a consultant at an overseas large base providing advice and guidance directly to managers and employees on all phases of the recruitment and placement process; -- advise management on the use of automated processes associated with rating and ranking applicants and issuing merit promotion certificates; -- provide guidance to management on all recruitment and placement
