The Robert J. Dole VA Medical Center is seeking a highly qualified and motivated candidate for the Administrative Officer position in Medicine Service. PRINCIPALES MISSIONS : Major duties include but not limited to: Manages or directs all budget matters, Human Resource issues and public relations matters. Plans and conducts a variety of broad and complex analytical and evaluative studies of a wide range of medical facility health care delivery. Develops long and short-range goals and plans for the MSSC Service Line by coordinating the needs and initiatives of the Service, ensuring those plans are in-line with the Vision, Mission, and Values of the Veterans Health Administration. Develops management improvement programs or revised policy and procedural requirements for more effective application of various administrative management systems. Responsible for seeking and finding practical solutions which may be achieved in short or long range planning. Work Schedule: 8:00 am - 4:d0 pm Monday - Friday. Position Description/PD#: Administrative Officer/PD103280 QUALIFICATIONS REQUISES : To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/05/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Qualifications: Current Title 38 Hybrid employees: To qualify for a Title 5 position based on the Interchange agreement, you must meet the following: 1. Be currently serving under a permanent appointment. 2. Served continuously for at least 1 year in the other merit system prior to appointment under the interchange agreement. Current permanent Veterans Canteen Service employees may apply for consideration under this vacancy announcement. To be eligible for this position at the GS-11 level you must meet one of the following: Experience: Possess one full year of specialized experience equivalent to the GS-09 level. Examples of specialized experience include but are not limited to: Experience with VA computer data bases such as VISTA, CPRS. Knowledge of contracting processes, equipment procurement processes and fee agreements. COR Level 1 preferred. Experience with timekeeping process and protocols. Administrative support of a clinical service. Evaluate administrative activities and makes recommendation for program improvement. OR Education: Possess a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree, OR possess a LL.M, if related. Transcripts must be provided for education to be substituted for experience. OR Combination of education and experience: Possess a combination of successfully completed graduate education and specialized experience.
