The Assistant Administrator (AA) of Facilities & Administration (FC) is responsible for providing innovative and expert leadership in the establishment and implementation of a comprehensive real estate management strategy, and the development, coordination, and dissemination of plans, in accordance with applicable policies, procedures, laws and directives. PRINCIPALES MISSIONS : The Assistant Administrator, Facilities & Administration serves as a trusted confidante for the Executive Assistant Administrator and the management team and serves as technical consultant and advisor for all real estate programs and initiatives. High level duties include: Leading, directing and exercising broad authority and responsibility for all phases of real estate management policies, strategic planning, and program operations for all of TSA. Providing oversight and management direction for contracted facilities support and administrative functions to ensure efficient and effective use of alternative resources, both public and private, in support of TSA's mission. Providing support and technical assistance for all safety, health, and environmental activities to TSA Headquarters, airports, and other field units. Oversees the accountability of all TSA owned and leased personal property; supports deployment of Transportation Security Equipment (TSE), Information Technology (IT), Law Enforcement (LE) equipment, and other property; provides transportation benefits to assist employees' commute to and from work; and manages the government vehicle fleet directly supporting TSA mission requirements. Oversees TSA's Information Management Program (IMP) which includes TSA's Agency Records Officer, TSA Records Program, TSA Management Directive Program and DHS Policy Coordination, and TSA Forms Program. Overseeing all activities related to TSA leased and owned real estate portfolios including lease acquisition, lease administration, facilities operations and maintenance, construction, and real estate disposition. Providing oversight and management direction of the Real Estate Governance Board (REGB) to review, assess and recommend the efficient utilization of space and resources of TSA-wide real estate and property. Implementing policies and procedures to reduce TSA's real estate footprint through space consolidation and improved utilization and reduce operational costs by implementing REGB decisions. Collaborating with TSA office directors to ensure operational facility requirements are prudently and responsibly executed and managed, eliminating overlap of critical operations. Interacting with senior leaders within TSA and DHS and service providers, including the General Services Administration at the National and Regional levels. Developing, coordinating, defending, and executing the real estate budget for TSA which is currently over $200 million. Developing and implementing the business plan, strategic goals, and performance metrics for real estate functions. Representing and exercising Agency decision making authority with respect to DHS real property asset management planning and program compliance matters. Establishing management controls objectives for real estate assessable units and periodically reviewing, evaluating, and updating the management controls. Developing policy guidance for advising on all aspects of real estate statutes, regulations, and procedures, and for representing TSA among other governmental or private sector entities.
